Our Board of Commissioners has named Environmental Planner Conner Twiddy as the recipient of the 2025 Earl Murray Jr. Employee of the Year Award, the Town’s highest employee honor.
Presented annually in memory of Police Sergeant Earl Murray, who lost his life in the line of duty in 2009, the award recognizes outstanding service, dedication, and contributions to the Nags Head community.
“Conner manages one of the Town’s most unique and impactful programs, the Todd D. Krafft Septic Health Initiative,” said Planning and Development Director Kelly Wyatt. “He knew he was stepping into the footsteps of his friend and mentor, Todd Krafft, who built the program from the ground up. Coming into the position after the loss of the longtime program manager in 2019 was no small task, but Conner has embraced it with respect, humility, and a deep sense of purpose. He has honored Todd’s legacy while continuing to grow and strengthen the program in ways that will serve the community for generations to come.”
In addition to managing the initiative, Conner oversees water quality and groundwater monitoring, as well as the sand relocation program, helping guide the Town’s long-term strategy for sustainability.
Mayor Ben Cahoon praised Conner's impact: “He has become the face of one of our most important programs. He loves what he does, and it shows in the way he serves his coworkers and our community.”

- Fire and Ocean Rescue: Fire Lieutenant Trey Simmons
- Police: Police Officer First Class Mike Tatterson
- Public Services: Facilities Maintenance Crew Leader Rich Miles
Each nominee receives a paid day off and a $200 gift card, while the Employee of the Year receives a plaque, a $300 gift card, and an additional paid day off.
