Starting May 1, 2022, Nags Head will begin an enhanced sanitation cart rollback service for residential properties with driveways on South Virginia Dare Trail and South Old Oregon Inlet Road.
In the past few years, we have had significant issues with overflowing trash carts and blowing trash along South Virginia Dare Trail and South Old Oregon Inlet Road, primarily due to carts not being placed out for service twice a week and due to carts being placed out too early for collection. In addition, carts end up blown into the street or in the multi-use path, creating unsafe conditions for pedestrians and drivers. The Town has determined that the only way to effectively manage this issue is through a coordinated service.
From May 1 through October 31, the Town’s contractor, Trash Detail, will move a property’s sanitation carts from the home to the streetside the afternoon before collection and return them to the home after collection. Since the collection is twice per week, the contractor will be visiting each property four times a week for the six-month service period.
The Town has met several times with the rental management companies on this issue. They have agreed to assist with management of this program by instructing occupants and cleaning personnel to not to move carts out for collection. Trash Detail will also be placing a sticker on the carts with instructions. We ask that sanitation carts remain accessible. They should not be placed in an enclosed area and vehicles should leave enough room to move carts in and out. If Trash Detail is unable to access a sanitation cart, they will leave a hanger on the property’s front door notifying the residents of the need to ensure the carts are reachable.
Please note that outside of the May 1 to October 31 timeframe, carts will not be managed by Trash Detail; therefore, cart management will again be the responsibility of the homeowner, renter, or rental management company. During this time, our staff will move carts back from the right-of-way; however, they do not return them to the home.
There will be a fee for this service which will appear on your annual Town of Nags Head tax bill. The fee will be as follows:
Full-Time Residents on South Virginia Dare Trail or South Old Oregon Inlet RoadWe understand that some of our property owners live in their homes year-round and therefore can easily manage their sanitation carts. If this is the case with your property, please complete a form to be excluded for the service BEFORE JUNE 15, 2022, to opt out of the service for the upcoming six months. This will be the only time you will be able to opt out of the service for the year.
Unless you have an alternate and reliable means to move carts back and forth, we strongly recommend that all non-resident property owners participate in this service.
